LEADERSHIP DELIVERING RESULTS FOR JAMESBURG

Thomas is the Council President of Jamesburg and a lifelong resident, who is among the eighth generation of his family to grow up in town. He was elected to the Borough Council in 2022 and briefly held the position of Acting Mayor in 2024. Thomas chairs the Borough Council’s Personnel, Environmental, and Buildings & Grounds Committees and serves on the Police, Finance and Public Events Committees. 

 

During his time on the Borough Council, Thomas’ leadership has focused on infrastructure improvements, departmental reforms, and securing resources for Jamesburg. He led the renovation and revitalization of the Jamesburg Public Library, where he also serves as a trustee. Over the years, he has helped organize community events such as the Easter Egg Hunt and Halloween festivities, coordinated cleanups of the downtown and creek areas, and overseen contract negotiations. Thomas has also prioritized building strong partnerships at the county, state, and federal levels, frequently traveling to Trenton and Washington, D.C. to advocate for Jamesburg. He helped secure half a million dollars in state funding for capital improvements and continues to work to bring additional resources to the community.

 

Thomas’ work in the community began long before joining the Borough Council. He is a founding member and the current coordinator of the Jamesburg Green Team, which has removed over four tons of litter and debris from our waterways since the group began. Thomas also launched the Jamesburg Theatre Group and the Theatre for a Cause program in 2018, which raised thousands of dollars in donations for local charities and causes over the years, creating a philanthropic home for the performing arts in Jamesburg. Over the years, Thomas has also been a member of many local organizations, including the Jamesburg Historical Association, Downtown Jamesburg, Jamesburg Garden Club, and Jamesburg Elks Lodge #2180, among others.

Professionally, Thomas works at Princeton University’s Emma Bloomberg Center for Access and Opportunity, supporting first-generation and low-income community college students and military veterans across New Jersey. His past work includes positions with the International Institute for Democracy and Electoral Assistance (IDEA) in Stockholm, Sweden, where he contributed to projects on global election observation and constitutional building. He also served in the U.S. Department of Energy’s Loan Programs Office in Washington, D.C., helping implement strategic energy investments in disadvantaged communities. 

 

Thomas is a product of the Jamesburg’s public schools and a graduate of Monroe Township High School. He earned his associate degree with high honors from Middlesex County College before transferring to Princeton University, where he graduated magna cum laude with a bachelor’s degree in political science. His work has received numerous honors, including the Philo Sherman Bennett Prize in Politics for his research on how elections influence municipal tax levies, and the Donald B. Marron Award for Best Historical Analysis for his publication, “Lincoln and Congress: Preserving the American Experiment and Lessons for Modernity."

 

Thomas is running for Mayor because he believes Jamesburg deserves bold leadership rooted in experience, service, and a deep love for the community. With a proven track record of delivering results, building partnerships, and leading with integrity, he is ready to continue fighting for the town he’s always called home—and to help lead Jamesburg into its next chapter.

THOMAS EMENS

Thomas Emens

Samantha has served on the Borough Council since 2017. She is a lifelong resident of Jamesburg and is among the third generation of her family to grow up in town. 

 

She currently serves as Chair of the Borough Council's Finance and Public Events Committees. She has also served as Council President and on the Borough Council's Personnel and Buildings and Grounds Committees. During her time as a councilwoman, Samantha has organized Jamesburg's annual Fall Festival and Memorial Day Parade. 

 

In addition to serving on the Borough Council, Samantha has served on the Land Use Board as Council Representative, the Board of Trustees of the Jamesburg Public Library as the Mayor's Representative, and the Board of the Jamesburg Theatre Group. She is a longtime member and currently the Vice President of the Ladies Auxiliary of the Jamesburg Fire Department and a life member of the Ladies Auxiliary of the New Jersey State Firemen's Association. Samantha is also a member of the Jamesburg Green Team and the Jamesburg Garden Club. 

 

Samantha has a breadth of experience in municipal government. She is a certified Municipal Finance Officer, certified Tax Collector, and Qualified Purchasing Agent. Samantha is currently Chief Financial Officer of South Brunswick where she previously served as Comptroller. She also served as Monroe Township's Director of Revenue Collection. 

 

Samantha is a product of Jamesburg's school system. She graduated from Monroe Township High School in 2009 and graduated from Wagner College in 2013 with degrees in Accounting and Management. She holds a Masters of Public Administration from Purdue University.

SAMANTHA RAMPACEK

Samantha Rampacek

Samantha is running for re-election to the Borough Council because she believes in public service that delivers real results. With deep roots in Jamesburg, decades of municipal finance experience, and a strong record of community involvement, she brings the expertise, dedication, and steady leadership needed to keep Jamesburg moving forward.

Tracey has been a proud resident of Jamesburg for over thirteen years, alongside her husband, Larry, and their two sons, Justin and Joey. An active member of the community, Tracey brings a deep record of volunteer service and civic involvement. 

 

She serves as the President of Downtown Jamesburg, where she helped launch the organization and leads its ongoing efforts to beautify and revitalize the downtown area. Tracey also serves on the Executive Board of the Jamesburg Historical Association and has led community fundraising efforts for Cub Scout Pack #54.

 

As a parent, Tracey was an active member of the Jamesburg PTA from 2019 to 2024, serving on the Executive Board and as Chair of the Fundraising Committee. During her years of involvement, she spearheaded the PTA’s most successful programs and events, including the annual Tricky Tray, and increased fundraising revenue by 300% through strategic outreach to local businesses and a robust social media presence. Her leadership not only raised funds for students and the schools but also demonstrated her ability to deliver strong results with limited resources.

Tracey holds a bachelor’s degree in finance from the College of Staten Island and has completed additional coursework in accounting. She brings over 25 years of professional experience at Paramount Global, a leading media and entertainment company. Tracey began her career as an administrative assistant and steadily advanced through the organization, earning a reputation for reliability, attention to detail, and innovative thinking. She now serves in the company’s Financial Reporting department, where she coordinates SEC filings and leads key process improvement initiatives that have enhanced efficiency, reduced costs, and streamlined internal operations.

TRACEY MADIGAN

Tracey Madigan

Tracey is running for Borough Council because she believes in the power of community, responsible budgeting, and strong, accountable leadership. With a proven track record of service—both professionally and locally—she brings the experience, dedication, and results-driven mindset needed to make a meaningful impact in Jamesburg.

James has proudly called Jamesburg home for the past 21 years, where he lives with his wife, Renee, and their three children: Noah, Lorelei, and Gabe. When James and Renee chose to settle in Jamesburg, it was out of a shared desire to raise their family in a town with small-town charm and strong community roots—values that reflect Renee’s own upbringing. From the beginning, they knew Jamesburg would be more than a place to live; it would be a place to give back.

James has been an active member of the community through his volunteer work with the Deacon’s Food Pantry at the Presbyterian Church of Jamesburg, helping local families in need. He is involved with ongoing revitalization efforts as Treasurer of Downtown Jamesburg, contributing to projects that enhance the town’s business district and community spaces. He has also been involved with the Jamesburg PTA, the Jamesburg Historical Association, and as a Cub Scout leader with the local pack.

Professionally, James brings over 24 years of experience in finance, accounting, and systems analysis. He currently serves as Executive Director of Finance at Syneos Health, where he leads the data and reporting workstream of a $60+ million HR and accounting systems implementation. He also supports a wide range of operational initiatives across the organization. Prior to that, James spent over seven years at Dow Jones (NewsCorp), where he designed and implemented systems and process improvements across the company.

James is running for Borough Council because he believes in the future of Jamesburg and the strength of its community. With deep local involvement and over two decades of professional experience in finance and systems management, he brings a steady, solutions-oriented approach and a commitment to making a meaningful difference for Jamesburg families.
